Resources have owners
Compute capacity exists inside organizations, facilities, networks, and security boundaries. A federation does not make those distinctions disappear. Its design must recognize the authority of the people and institutions responsible for each resource.
Coordinate what is authorized

Teams should assess not only throughput but also reliability, governance, ownership boundaries, and review effort. A coherent federation supports authorized collaboration while making its conditions and limitations visible.
